[Scheme-reports] Comments on draft 7

Hi there,

I've read 7th draft and have a comment.

Page 44, section 6.6. Characters.
It says that implementations must support at least the ASCII characters 
but in section 6.6. String it said implementations may forbid NULL. I 
think it is better to mention the same character range on both sections.
