Scheme language standardization process

[Scheme-reports] using let-syntax at case-lambda definition

Hi,

Section 7.3 case-lambda definition: local macro cl is expanding to
itself recursively, nevertheless it is defined not by letrec-syntax,
but by let-syntax. Is this correct?
